What are ADR and RID?
ADR is the European agreement concerning the international carriage of dangerous goods by road, and RID is its equivalent for rail transport. Both legal acts regulate in detail who, how and under what conditions may take part in the transport of dangerous goods — from classification and packaging, through vehicle marking and documentation, to the qualifications of the people involved.
In Poland these rules are implemented mainly through the Act on the Transport of Dangerous Goods (Journal of Laws 2024, item 643), which imposes specific obligations on consignors, carriers, consignees, loaders and packers — not only in transport companies, but also in manufacturing, medical and pharmaceutical businesses.

What consequences will you avoid with proper ADR/RID handling?
The Road Transport Inspectorate (ITD) and the Office of Rail Transport (UTK) carry out regular inspections of companies involved in the transport of dangerous goods. Detected irregularities have financial, operational and legal consequences.
Administrative fines for companies up to PLN 10,000
The Road Transport Inspectorate (ITD) may impose a fine of up to PLN 10,000 per violation, and with repeated breaches the fines accumulate. The most common grounds are the lack of an appointed adviser, lack of training and errors in documentation.
Fines for individuals up to PLN 2,000
Liability does not rest only with the company — a fine for a driver or transport manager reaches PLN 2,000, and more for more serious breaches. Ignorance of the rules is no defence.
Operations halted and goods seized
An ITD inspector can stop a vehicle or shipment until the irregularities are resolved. In practice that means delivery delays, frozen goods and downtime costs often far exceeding the cost of prevention.
Criminal and civil liability
After an incident involving dangerous goods, the authorities examine whether the company met its ADR/RID obligations. Documented negligence means criminal liability of managers and compensation claims.
