What is a Work Organization Project?

A POR is a document defining how construction works will be carried out – site organisation, technologies, work schedule, OHS rules and resource management. It is prepared by the contractor together with the OHS service, in connection with the BiOZ plan.

When is it required?

A POR is mandatory for particularly dangerous works – wherever a BiOZ plan applies. It is also required by investors in the energy, industrial and infrastructure sectors as a contractual standard.

The work organization project should be agreed upon and signed by the relevant parties (investor, supervisory inspector, OHS service, project manager).

The project includes, among others: an agreement with the investor for detailed documentation (site development or building construction/modernisation); the construction project; Polish standards and building regulations.

The cost of preparing a Work Organization Project starts from PLN 800 net (+23% VAT) and depends on the scope of the works and the scope of the document.

The price includes: development of the document according to agreed assumptions and after consultation with the client; corrections based on the client’s feedback; further consultation after the document is implemented.

Building law does not impose a universal obligation to prepare a POR for every project – but it is required for particularly dangerous works (wherever a BiOZ plan applies) and is often a contractual requirement set by the investor, especially in the energy, industrial and infrastructure sectors.

A BiOZ plan is a legally mandatory document focused on hazards to workers’ health and life. A POR is a planning and technical document defining how the works will be organised: technology, schedule, equipment, resources and site logistics. The two are closely linked and often prepared in parallel.

Yes. A POR should be updated whenever there are significant changes to the scope of works, technology, schedule or site conditions. An update requires re-agreement with the relevant parties. EHS Consulting also offers updates and supplements to already prepared projects.
