Guidelines for conducting initial OHS training

1.Objective of training

The purpose of training is to familiarise an employee in particular with

  1. a) basic rules of safety and hygiene at work contained in the Act of 26 June 1974. – Labour Code, in collective labour agreements or in work regulations,
  2. b) the health and safety regulations and rules in force in the undertaking,
  3. c) principles of first aid in case of an accident.

2.Participants of the training

Training is intended for all persons who start work in the given company.

3.Organisation of training

Training should be organized in the form of instruction – before the employee starts work at the workplace – based on a detailed program developed by the training provider. During training, it is necessary to use appropriate didactic aids, in particular films, blackboards, transparencies for displaying information, means of first aid in case of accidents.

Initial occupational health and safety training (general instruction) – conducted in English

Conducted remotely:

– from PLN 70 / per participant*

Conducted stationary (in Warsaw):

– from 80 PLN / per participant*.

Guidelines for conducting preliminary OHS training

1.Objective of training

The purpose of training is to familiarise employees in particular with

a)basic safety and hygiene at work regulations contained in the Act of 26 June 1974. – Labour Code, in collective labour agreements or in work regulations,

b)regulations and principles of occupational safety and health in force in the given workplace,

c)principles of first aid in case of an accident.

2.Participants of the training

Training is intended for all persons who start work in a given workplace.

3.Organisation of training

Training should be organized in the form of instruction – before the employee starts work at the given workplace – based on a detailed program developed by the training provider. Guidelines for conducting initial OHS training

Periodic training aims to update and consolidate knowledge and skills in the field of occupational safety and health and to familiarize trainees with new technical and organizational solutions in this field.

Periodic training is carried out by

  • persons who are employers and other persons who manage employees, in particular managers, masters and foremen;
  • employees working in worker positions;
  • engineering and technical employees, including designers, constructors of machines and other technical devices, technologists and production organisers
  • employees of occupational health and safety service and other persons performing the tasks of this service;
  • employees in administrative and office positions;
  • employees who are not mentioned in points 1-5, whose nature of work involves exposure to factors that are harmful to health, arduous or dangerous, or who are responsible for occupational safety and health.

The duration of the periodic occupational safety and health training is

  • for employers and other persons managing employees and engineering-technical employees, including designers, constructors of machines and other technical devices, technologists and production organizers – minimum 16 lesson hours,
  • for employees working on manual positions, as well as administrative and office employees and other employees whose work involves exposure to factors that are harmful to health, arduous or dangerous, or who are responsible for health and safety at work – minimum 8 hours of classes,
  • for employees of the occupational health and safety service and other persons performing the tasks of this service – minimum 32 hours (including 4 exercises).

If you are a contractor for construction works, you are obliged to prepare an instruction on safe execution of works prior to the commencement of works and to familiarise employees with it. This follows from the REGULATION OF THE MINISTER OF INFRASTRUCTURE of 6 February 2003 on safety and hygiene of work during the performance of construction works and the Act of 7 July 1994. – Construction Law (Journal of Laws of 2000, No. 106, item 1126, as amended3)). The consequences of failing to fulfil this obligation may be very serious, particularly in the case of a serious or fatal accident at work on the construction site.

In accordance with §6 of the Regulation of the Minister of Internal Affairs and Administration on fire protection of buildings, other facilities and areas – owners, managers or users of facilities* provide and implement a Fire Safety Instruction fulfilling a number of requirements. The instruction should contain information concerning, among others:

  • fire protection conditions resulting from the purpose, use, technological process, storage and technical conditions of the facility, including the risk of explosion,
  • specification of the required fire-fighting equipment and fire extinguishers as well as the ways of subjecting them to technical inspections and maintenance activities,
  • ways of proceeding in the event of fire and other hazards.

* Fire Safety Instructions should be prepared for buildings (or parts thereof which are separate fire zones) intended for public use, collective housing, production and storage facilities as well as livestock buildings. The implementation of the Fire Safety Manual is not required in the objects in cases where: the gross cubic capacity of the building (or its part constituting a separate fire zone) does not exceed 1000 m3, the gross cubic capacity of the livestock building is not more than 1500 m3, the area of the fire zone of the object other than a building is 1000 m3 at the most.

Why is it worth preparing such documentation?

Pursuant to § 9 of the Regulation of the Council of Ministers of 1 July 2009 on establishing the circumstances and causes of occupational accidents

After establishing the circumstances and causes of the accident, the accident team shall – not later than within 14 days from the date of obtaining notification of the accident – draw up a protocol establishing the circumstances and causes of an accident at work, hereinafter referred to as the “accident protocol”, according to the model established by the minister in charge of labour on the basis of art. 237 § 2 of the Act of 26 June 1974. – Labour Code.

The preparation of relevant documentation in the case of an accident on the way to/from work is governed by the Regulation of the MINISTER OF WORK AND SOCIAL POLICY 1 of 24 December 2002 on detailed principles and procedures for recognition of an event as an accident on the way to or from work, the manner of its documentation, the form of an accident card on the way to or from work and the deadline for its preparation.

If you suspect that your employees are exerting a great deal of strain on their musculoskeletal system, it is a good idea to have the workplace assessed. The assessment will provide an indication of the level of physical effort and suggest appropriate action. In addition, the assessment of musculoskeletal load is a document often required in competitions announced by the Social Insurance Institution: “Subsidising the activities of the payer of contributions to improve occupational safety and health”.

The answer can be found in regulations:

In light of the Regulation of the Council of Ministers of 2 September 1997 on occupational safety and health services, an employer employing:

  • up to 100 employees do not have to employ an occupational health and safety officer,
  • from 100 to 600 employees, creates a multi-person or one-person unit, or employs a part-time employee in this unit,
  • more than 600 employees, at least 1 full-time employee, for every 600 employees.

Lack of obligation to create an OSH service does not mean lack of obligations in the scope of OSH and fire safety.

Here are some examples of documents that should be prepared by a company employing workers:

  • occupational risk assessment for each job position,
  • instructions for use of machinery and equipment,
  • the rules of conduct in case of fire and other situations threatening the health and life of people in the establishment,
  • risk assessment of dangerous substances,
  • accident report in case of accidents at work,
  • cards of accidents on the way to/from work suffered by the employee,
  • analysis of the state of health and safety at work.

As you can see, there is a lot of it, and it is worth remembering that each of them should be performed by a person with appropriate qualifications, knowledge and experience.
