Occupational health and safety audits are conducted to check working conditions and analyze the actual state of occupational health and safety regulations in a given workplace. These actions are aimed at preventing threats to the life and health of employees and improving their working comfort. Additionally, they mean performing a series of actions that allow you to check whether the marketing and technological strategies implemented by the company bring the expected results.

Although legal regulations do not explicitly indicate the obligation to conduct health and safety audits, it is worth conducting one because we can achieve many benefits:

  • we will verify whether individual processes are managed in accordance with legal regulations concerning occupational health and safety,
  • whether, as an employer, we have the appropriate health and safety documentation,
  • the path to obtaining certification, e.g. in the field of ISO 45001, may be shorter and easier (we will map the regulations that apply to your company).

The regulations do not specify the frequency of health and safety audits, but we recommend that our clients have a health and safety audit carried out by an external auditor at least once a year. However, the number of audits depends on several factors, including the number of processes and departments in the company, the industry, the accident rate, etc.

The duration of the audit is agreed with the client on a case-by-case basis. Our experience shows that the number of audits depends in particular on the size of the organisation. For example:

  • a company with up to 100 employees, service industry – 1 audit day
  • a company with 200 to 1,000 employees, manufacturing industry – minimum 2 audit days.

The audit is conducted to compare the current state with requirements, e.g. legal requirements or ISO standards, e.g. 45001, 14001, 9001.

The final result of the audit should be information about which processes in the organisation are correct (depending on the reference point adopted) and which need to be worked on.

An audit conducted by an independent external expert often provides a new perspective on issues that may have been overlooked or that were not entirely clear how to deal with.

An example of one of the audits carried out at a client’s premises:

In 2020, there was a fatal accident involving an employee who was supervising earthworks in excavations. At the turn of 2020-2021, apart from preparing accident documentation, the employer and company managers did not know what further steps should be taken in this case.

After the audit, the following actions were taken, among others:

  • a list of particularly dangerous work (including work in confined spaces) was drawn up,
  • indicated how the performance of particularly dangerous work should be supervised,
  • developed the necessary instructions and procedures,
  • trained the staff (taking into account the division into manual workers, managers, and engineering and technical positions),
  • employees were provided with appropriate equipment – personal and collective protective equipment.

Result: accident rates were reduced by more than half, employees reported dangerous incidents to a greater extent, and the measures specified in the order of the National Labour Inspectorate were successfully implemented.

The cost depends on:

  • scope and duration – specify which areas you would like to have verified, e.g. workstations (and specify the sector: production/warehouse/services, etc.), or health and safety documentation,
  • location – specify the planned location of the audit,
  • special requirements, e.g. you are preparing for ISO 45001 or 14001 certification, or you have undergone an external audit and have specific tasks to complete.
  • a visit by an auditor with specific experience and education (e.g. required ISO 45001 lead auditor certification or fire safety inspector certification),
  • preparation of a post-audit report containing suggestions for areas of improvement,

What is a health and safety audit and why is it so important?

A health and safety audit is a documented and independent process of obtaining an objective opinion and assessment of the compliance of working conditions with applicable health and safety regulations. The basic criteria for such an assessment are Polish legal requirements in the field of labour law, as stipulated in the Act of 26 June 1974 and the Labour Code (Journal of Laws of 1998, No. 21, item 94, as amended).

Furthermore, applicable health and safety regulations impose a number of obligations and recommendations on employers, failure to comply with which may result in a number of irregularities and financial penalties. In the event of any incident occurring on the premises of the business which results in injury to an employee, the employer may incur material losses, criminal liability and accident claims.

Why is a health and safety audit described as systematic, independent and documented?

In order to achieve the desired results, the verification of occupational safety should be carried out regularly and in accordance with the adopted audit plan. Another important issue is objectivity; through their advisory and verification activities, each auditor should bring value to the organisation in a way that legally complies with the correct working conditions and personal protection of employees. The final condition for a well-conducted health and safety audit in the workplace is a structured assessment of processes, which, in order to reliably present audit evidence, are presented in the form of templates, checklists or internal regulations of the organisation, including procedures and work policies in the company.

A health and safety audit in a company is not the same as a health and safety inspection!

Internal audits concerning risk assessment and health and safety conditions should not be confused with health and safety inspections!

The purpose of such an activity is to broadly define any non-compliance and the causes of adverse phenomena or problems, and to report any irregularities that could lead to undesirable situations, such as accidents at work. In addition, it can act preventively by identifying risks associated with the working environment and fire protection, but also with the operation of machinery and equipment that must comply with many personal protective measures.

On the other hand, health and safety inspections are carried out by the state labour inspectorate, often resulting in responses to symptoms of undesirable phenomena occurring in the company. During such an inspection, poor health and safety conditions are identified, the person responsible for the undesirable phenomenon is found and criminal sanctions are imposed on them.

The role of a health and safety audit is to determine the state of health and safety at work and then strive for its continuous improvement and the implementation of all legal regulations in a given company.

What is the scope of the health and safety and fire protection audit?

All control measures in the field of occupational safety and fire protection are aimed at complying with all legal provisions contained in the Labour Code, as well as regulations related to occupational safety, including the Regulation of the Minister of Labour and Social Policy of 26 September 1997 on general occupational health and safety regulations.

The scope of the health and safety and fire safety documentation review includes, among other things:

  • work regulations;
  • health and safety training;
  • occupational risk assessment;
  • working environment conditions;
  • first aid system;
  • adaptation of workstations in the workplace;
  • adaptation of work processes;
  • employee examinations;
  • fire protection;
  • adaptation of sanitary facilities;
  • records of accidents at work and occupational diseases;
  • rules for the management of personal protective equipment;
  • list of particularly dangerous work;
  • results of environmental tests;
  • efficiency of machinery and equipment – inspection reports and instructions;
  • presence of harmful, dangerous and nuisance factors;

  • reports on trial evacuations;
  • reports on inspections of portable fire-fighting equipment and hydrants.
