The C&L notification obligation stems from several legal acts:
- Articles 39 and 40 of the CLP Regulation (1272/2008/EC) – the obligation to notify the classification and labelling of a substance to ECHA,
- REACH Regulation (1907/2006/EC) – defines substances subject to registration, which affects the C&L notification obligation,
- the public Classification and Labelling Inventory (C&L Inventory) – the ECHA database where all submitted notifications are recorded,
- a 30-day deadline from the first placing of the substance on the EU market.
