Who is subject to the obligation to submit the report?
The obligation to prepare an annual report arises from Art. 16 of the Act on the Transport of Dangerous Goods (Journal of Laws 2024, item 643). It applies to participants in the transport of dangerous goods who are required to appoint an ADR/RID Adviser. The report covers the company’s activities in the field of transporting hazardous materials carried out in the previous calendar year and is submitted to the relevant authority within the statutory deadline.
In practice, this obligation applies to a broad range of entities – manufacturers, distributors, logistics companies, medical entities and many other businesses that, in the course of their operations, dispatch, transport or receive dangerous goods in quantities exceeding defined thresholds. This is not always obvious – some companies are unaware that the obligation applies to them until they encounter an inspection or consult their situation with a specialist.

What does the annual ADR/RID report contain?
The report is an official document with a strictly defined structure. It must contain information on the types and quantities of hazardous materials transported, hazard classes, participants in the transport chain and any incidents or accidents that occurred during transport in the previous year. The scope of required data depends on the specific nature of the company’s activities and the types of materials transported.
Preparing the report requires not only knowledge of the regulations but also the ability to correctly assign data – classifying materials, selecting the appropriate categories and accurately describing activities in a manner consistent with formal requirements. An error in classification or the omission of a required element may result in the need to submit a correction and, in a worse case, intervention by the supervisory authority.
