Often, when we hear “occupational health and safety”, we immediately see a training room and an occupational health and safety officer, who informs us about potential threats related to our work and reminds us of the need to use protective measures. However, not everyone knows the difference between the initial training and periodic training, or remembers how long their HSE training is valid for. Of course, in many cases, this is supervised by an employee from the human resources department or the immediate supervisor. However, due to the very necessity of such training (because we cannot work without it) – it is worth knowing more.
From the Labour Code, more precisely from § 2 of article 2373: “the employer is obliged to ensure that the employee is trained in occupational safety and health before being allowed to work and to conduct periodic training in this field”. Additionally, the Regulation of the Minister of Economy and Labour of 27 July 2004 on training in the field of occupational safety and health specifies:
If you are new to the company, a student doing a work placement or an apprentice, you will receive initial training in occupational health and safety in terms of general and job-related instruction before you start work.
HSE Initial training is divided into two parts: general instruction and job instruction, which are usually carried out by the relevant persons.
HSE initial training shall be conducted by an employee of the occupational safety and health service, a person who performs the tasks of such service for the employer, or an employer who performs such tasks himself, or an employee appointed by the employer, who has knowledge and skills ensuring proper execution of the training programme, and who holds a current certificate of completion of the required training in HSE.
Initial HSE training shall be carried out by the person in charge of employees designated by the employer or by the employer if such persons have the relevant qualifications and professional experience and are trained in the methods of conducting occupational instruction.

Retraining on the job shall be performed when there are changes in the technical and organisational conditions of each job in the enterprise, or when there is a change of job or when work is performed in several jobs.
If you are the employer or someone in charge of another job, you must attend periodic safety training within six months of starting work in that job.
However, if you hold another position, such as an engineering or labourer position, within 12 months of starting work in that position.
In most cases, initial health and safety training is provided at the employer’s premises.
On the other hand, in connection with an outbreak of an epidemic situation, the initial occupational health and safety training may also be conducted online. This follows from Article 12e of the Act of 2 March 2020 on specific solutions related to preventing, counteracting and combating COVID19, other infectious diseases and crisis situations caused by them:
“During a state of epidemic danger or a state of epidemic, it is allowed to conduct initial training in the field of occupational safety and health and service in its entirety by means of electronic communication, with the exception of position instruction:
1. an employee employed in a worker’s position;
2. of a worker employed in a position where exposure to hazardous agents occurs;
3. an employee transferred to a position referred to in points 1 and 2;
4. a student undergoing practical vocational training and a student undergoing student training.”
Online health and safety initial training is conducted through a live meeting and event platform. The only requirement is that the trainee has access to a computer and the internet.
