This arises from the Act of August 24, 1991, on fire protection (Journal of Laws 2020.961 consolidated text as of May 29, 2020). If you are an employer, your employees are obligated to adhere to the accepted duties regarding fire protection, which should be specified, among other things, in the work regulations. 

As an employer, you should ensure the necessary means for providing first aid in emergencies, firefighting, and the evacuation of employees.

Additionally, as an employer, you designate employees to:

  • Provide first aid.
  • Perform actions related to firefighting and the evacuation of employees.

Furthermore, you ensure communication with external services specialized, in particular, in providing first aid in emergencies, medical rescue, and fire protection.

The above guidelines stem from the Labor Code of June 26, 1974 (Journal of Laws 2020.1320 consolidated text as of July 30, 2020).

  1. Practical exercises on the operation of fire extinguishers and other applicable portable firefighting equipment. 
  2. Discussion of evacuation plans and applicable fire protection principles for a specific facility. 
  3. Presentation of legal requirements that should be met by the owner, manager, or user of the building. 

Verification of the required knowledge in fire protection also takes place during test evacuations. The practical examination of evacuations provides an opportunity to assess existing procedures, the level of preparedness of employees, and those responsible for conducting the evacuation. It is the best opportunity to verify the efficiency of safety systems in the building (fire alarm system, audible warning system, access control system, smoke control system, emergency lighting).

Periodic checks of the organization and conditions of evacuations result, among other things, from § 17 of the regulation of the Minister of Internal Affairs and Administration of June 7, 2010, regarding fire protection of buildings, other construction facilities, and areas.

To properly plan and conduct a test evacuation, it is advisable to seek the guidance of specialists in fire protection.

The cost of fire protection training depends on: 

  • The quantity and type of equipment used during exercises, such as portable firefighting equipment like snow and powder extinguishers, trainers, oil explosion demonstrations, etc. 
  • The number of participants (which affects the amount of equipment used and the composition of trainers conducting the training). 
  • The location where the training is conducted. 

The price included in the offer for conducting fire safety training takes into account, among other things: 

  • Travel to the Client’s location or the rental of space for conducting field exercises (if it is not possible to conduct the training directly at the Client’s premises), 
  • Conducting training using the equipment presented in the offer, 
  • Preparation of certificates confirming the participation of employees in the training.

LEGAL REQUIREMENTS REGARDING FIRE SAFETY TRAINING 

Fire safety training aims to increase employees’ awareness of fire safety, skills in preventing fires, and responding to fire situations. 

During fire safety training, employees can learn how to recognize potential fire hazards, use firefighting equipment, respond to a fire outbreak, organize evacuations, follow safety procedures, and provide first aid in case of injuries caused by fire. 

ARE FIRE SAFETY TRAININGS MANDATORY FOR EMPLOYEES? 

Yes, this is regulated, among others, by the Act of August 24, 1991, on Fire Protection. 

Art. 4.1. The owner of a building, construction facility, or area, ensuring their fire protection, is obliged to: 

  • comply with fire safety technical, construction, installation, and technological requirements; 
  • equip the building, construction facility, or area with required fire protection devices and extinguishers; 
  • ensure the conservation and repair of fire protection devices and extinguishers in a way that guarantees their efficient and reliable operation; 
  • ensure the safety and evacuation capability for people in the building, construction facility, or area; 
  • prepare the building, construction facility, or area for rescue operations; 
  • familiarize employees with fire safety regulations; 
  • establish procedures for dealing with fires, natural disasters, or other local threats.

EVACUATION PLANS AND APPLICABLE FIRE PROTECTION RULES

An evacuation plan is a board with a graphical representation of the evacuation route from a given facility. Architectural drawings indicate evacuation routes, evacuation exits, assembly points for evacuation, or the placement of firefighting equipment—essential elements for conducting a safe evacuation.

WHAT IS THE EVACUATION PLAN DRAWN UP FOR?

The evacuation plan is drawn up for each floor of the facility and the external area around it.

WHAT SHOULD THE EVACUATION PLAN INCLUDE? 

The evacuation plan must include information about: 

  • the area, height, and number of floors in the building,
  • distance from neighboring objects,
  • fire parameters of flammable substances,
  • fire load density in the fire zone or zones,
  • the category of human threat, the expected number of people on each floor, and in individual rooms,
  • the location of rooms and outdoor spaces classified as explosion hazard zones,
  • division of the facility into fire zones,
  • evacuation conditions, indicating directions and evacuation exits,
  • the location of fire protection devices and extinguishers, main gas installation valves, fire-hazardous materials, and the location of control elements for fire protection devices,
  • access to elevators for rescue teams,
  • external hydrants and other water sources for firefighting purposes,
  • fire lanes and other access roads, with markings of entrances to fenced areas.
